You need to have owned and driven it for 1 year. The program may be over by the time your car qualifies.

If a car will not start in cold weather, be sure to wait at least a minute between attempts. If the vehicle you are driving is not , then you should push on the accelerator once or twice before turning the key. This just might help get your car started.
